Looking to become a Pay Per Call publisher? Getting started with the right network shouldn’t be complicated.
Before sending your first call, there are a few things both sides need to get right.
But before sending the first call, there are a few things both sides need to get right.
Traffic source, vertical, volume, qualification criteria, payout, and buyer demand all play a role in whether a campaign is actually a good fit. That’s why becoming an Exclusive Live Calls publisher is more than filling out a form and receiving a tracking number.
The application starts the conversation.
From there, our team works with you to understand your traffic, discuss available opportunities, agree on terms, and get everything properly set up before going live.
Here’s how the process works.
Step 1: Apply to Become a Pay Per Call Publisher
The first step is to visit the Exclusive Live Calls Publisher page:
https://exclusivelivecalls.com/become-a-publisher/
You can also find it directly from our website by navigating to:
Partners → Become a Publisher
Here, you’ll find an overview of the ELC Publisher Partner Program and how we work with publishers.
If you’d rather speak with our team before applying, select “Monetize Your Traffic” to Schedule a Meeting
If you’re ready to apply, continue down the page to the publisher application.

Step 2: Submit Your Initial Application
Scroll down until you reach “Apply to Become a Publisher.”
Complete the required fields, verify the reCAPTCHA, and select “Apply Now.”
Think of this form as an introduction rather than the entire qualification process. It gives our team the basic information needed to identify your application and begin reviewing the opportunity.
The more detailed conversation about your traffic happens directly with an ELC Affiliate Manager.

Make Yourself Easy to Reach
Use an email address and phone number that you actively monitor.
Once our team reviews your application, an Affiliate Manager may contact you by email or WhatsApp to continue the process.
It sounds simple, but accurate contact information can prevent unnecessary delays during onboarding.
Step 3: Your Application Enters the ELC Platform
After selecting ‘Apply Now,’ you’ll see a confirmation page.
At this point, your initial application has been submitted.
Behind the scenes, our system sends your information directly to the ELC platform, where our team reviews it and determines the appropriate next step.

Submitting the form isn’t the end of the onboarding process. It’s where the actual conversation begins.
What Happens After You Apply to Become a Pay Per Call Publisher?
This is where the process becomes more specific to your traffic.
Having call volume alone doesn’t automatically make a publisher a fit for every campaign.
Two publishers can operate in the same vertical and still produce very different results depending on how they acquire consumers, the intent behind the call, GEO, campaign requirements, and other factors.
Before activating campaigns, we want to understand what you’re actually running.

Step 4: Pay Per Call Publisher Review
Once your application reaches our platform, an ELC Affiliate Manager reviews your information.
They’ll reach out directly by email or WhatsApp and schedule a meeting to learn more about your operation.
Having a direct point of contact is important in Pay Per Call.
Campaign conditions can change. Buyer demand can shift. A vertical that has strong demand in one market may have different requirements in another.
Your Affiliate Manager becomes your point of contact for discussing those details and identifying opportunities that make sense for your traffic.
Step 5: Talk Through Your Traffic and Campaign Opportunities
The meeting is where we get into the details.
Be prepared to discuss things such as:
- Your traffic sources and acquisition methods
- The verticals you’re currently running
- Campaigns you’re interested in
- Available or expected call volume
- Qualification requirements
- Payout expectations
- Other campaign-specific requirements
The goal isn’t to put every publisher on every available campaign.
It’s to find a workable match between the traffic you can produce and the buyer demand we currently have.
Why Traffic Source Matters
Traffic sources can have a major impact on call quality and performance.
Two publishers might both generate calls for the same Home Services campaign, for example, while reaching consumers at very different stages of intent.
Understanding how you generate traffic gives both sides better context before deciding where to route it.
This is one of the reasons we discuss traffic sources before going live rather than looking only at expected volume.
Volume matters. Context matters just as much.
Step 6: Confirm Terms and Complete the Documentation
Once we identify an opportunity and both sides agree on the campaign terms and payouts, we move into documentation.
ELC will send the applicable:
Agreement • W-8 • IO (Insertion Order)
The paperwork establishes the terms of the partnership before traffic begins flowing.
The IO is particularly important because it documents the commercial terms both sides agree on for the campaign
Take the time to review everything carefully and make sure the terms reflect what was discussed with your Affiliate Manager.
Clear expectations before launch make the relationship much easier to manage once calls begin coming in.
Step 7: Pay Per Call Publisher Onboarding
Once the initial documentation is complete, we’ll move into platform onboarding.
Our team will send you an invitation to access your Exclusive Live Calls publisher account.
During this stage, you’ll also be asked to:
- Complete ID verification
- Sign the platform’s general agreement
- Complete the required account setup
These steps are separate from the initial website application and are part of getting your publisher account ready for campaign activation.
Once our team completes the verification and confirms your account setup, we can move forward with adding the campaigns.
Step 8: What Pay Per Call Publishers Should Know Before Sending Calls
Once your Affiliate Manager adds the campaigns to your account, take the time to understand the requirements before sending traffic.
For anyone looking to become a Pay Per Call publisher, understanding the campaign requirements before launch is just as important as completing the onboarding process.
This is one of the most important parts of Pay Per Call:
A generated call and a qualified, billable call are not necessarily the same thing.
Each campaign can have its own qualification requirements.
Before going live, make sure you understand the applicable criteria, payout structure, and any campaign-specific requirements discussed with your Affiliate Manager.
Knowing those details upfront gives you a much better baseline once you start looking at performance.
If calls aren’t qualifying at the rate you expected, you can then look at the traffic source, targeting, consumer intent, campaign fit, and other variables instead of trying to diagnose performance without context.
Step 9: Go Live
Once you sign the documentation, complete verification, activate your account, and receive access to the appropriate campaigns, you’re ready to begin sending calls.
You’re officially live with Exclusive Live Calls.
But going live isn’t really the finish line.
It’s the point where you finally have real performance data to work with.
As calls begin coming through, you can start looking at volume, qualification, conversion, revenue, and campaign-level patterns to understand what’s working and where adjustments may be needed.
Your Affiliate Manager remains part of that process as campaigns develop.
