Billable Call Guidelines

Effective Date: June 8, 2026

This Billable Call Guidelines document explains how Exclusive Live Calls qualifies, delivers, tracks, bills, and reviews inbound consumer calls provided to Buyers through our pay-per-call network.

By purchasing calls from Exclusive Live Calls, the Buyer agrees to the terms outlined in this policy.

Definitions

Provider

“Provider” refers to Exclusive Live Calls, ProAxis, its affiliates, advertising partners, contractors, technology platforms, agents, and representatives responsible for generating, qualifying, tracking, routing, and delivering inbound consumer calls.

Buyer

“Buyer” refers to any business, contractor, service provider, franchise, agency, advertiser, or individual purchasing inbound calls from Exclusive Live Calls.

Consumer

A Consumer is an individual seeking information, estimates, appointments, consultations, repairs, inspections, emergency services, or other services offered by the Buyer.

Consumers may include homeowners, tenants, landlords, property managers, business owners, family members, caregivers, authorized representatives, and other individuals acting on behalf of a decision maker.

Purpose

Exclusive Live Calls delivers exclusive inbound consumer opportunities through its advertising network, partner network, websites, AI systems, and call routing technology.

Our responsibility is to deliver qualified opportunities.

We do not guarantee:

  • Sales

  • Revenue

  • Contracts

  • Appointments

  • Closed deals

  • New customers

  • Return on investment (ROI)

Consumer intent and qualification take precedence over call duration when determining whether a call is billable.

What Is a Billable Call?

A billable call is any inbound call that demonstrates genuine consumer interest in products or services offered by the Buyer.

Billability may be determined using one or more of the following factors:

  • Consumer intent

  • Call duration

  • Campaign qualification criteria

  • Geographic qualification

  • Service qualification

  • Appointment requests

  • Estimate requests

  • Callback requests

  • Call recordings

  • Call transcripts

  • AI analysis

  • Quality assurance review

Exclusive Live Calls reserves the right to use one or more of these criteria when determining qualification and billability.

Buffer Time Requirements

Each campaign includes a predefined buffer time established before launch.

Common buffer times include:

  • 60 seconds

  • 90 seconds

  • 120 seconds

  • Any custom duration agreed upon in writing

Calls that exceed the designated buffer time are generally considered billable.

Buffer time serves as a qualification guideline and is not the sole determining factor for billability.

Intent-Based Qualification

Consumer intent is more important than call duration.

A call may be considered billable even if it does not reach the campaign’s buffer time when the consumer demonstrates genuine interest in obtaining services from the Buyer.

Examples include:

  • Requesting a quote

  • Requesting an estimate

  • Requesting pricing

  • Requesting service availability

  • Requesting an appointment

  • Requesting a consultation

  • Requesting emergency service

  • Requesting a callback

  • Discussing project details

  • Providing contact information

  • Confirming service area coverage

When qualifying intent exists, a call may be billed regardless of duration.

AI-Powered Qualification

Exclusive Live Calls uses proprietary AI technology, call recordings, call transcripts, speech analytics, and quality assurance reviews to evaluate call quality and qualification.

Our systems may analyze:

  • Consumer intent

  • Consumer engagement

  • Campaign relevance

  • Geographic qualification

  • Service qualification

  • Appointment requests

  • Estimate requests

  • Conversation content

  • Lead quality indicators

AI analysis, call recordings, transcripts, and quality assurance findings may be used when determining billability.

Qualified Intent Overrides Outcome

A call remains billable when qualifying consumer intent is established, regardless of the outcome of the interaction.

A qualified call remains billable even if:

  • The Buyer declines the lead

  • The Buyer misses the call

  • The Buyer is unavailable

  • The Buyer is closed

  • The Buyer transfers the call

  • The Buyer chooses not to pursue the opportunity

  • The Consumer does not purchase

  • The Consumer chooses a competitor

  • The interaction results only in a callback request

Our responsibility is delivering qualified opportunities—not guaranteeing sales.

Transfers, Callbacks & Internal Routing

A call remains billable when a consumer demonstrates qualifying intent but is:

  • Transferred internally

  • Routed to another department

  • Routed to another office

  • Assigned to another representative

  • Scheduled for a callback

  • Directed to a specialist

If the consumer demonstrates legitimate interest in services offered by the Buyer, the call remains billable.

Voicemail Qualification

A voicemail may be considered billable when it demonstrates qualifying intent.

Examples include:

  • Requesting a quote

  • Requesting an estimate

  • Requesting service

  • Requesting pricing

  • Requesting a callback

  • Providing contact information

  • Describing a project

Voicemails containing qualifying intent may be billable regardless of duration.

Unanswered Calls

Calls delivered successfully to the Buyer’s designated phone number do not automatically become non-billable because:

  • The Buyer failed to answer

  • Staff failed to answer

  • The business was closed

  • Voicemail answered the call

  • The Buyer failed to return the call

If qualifying intent exists and the call was successfully delivered, the call may remain billable.

Service Area Verification

Calls are routed based on information provided through:

  • Web forms

  • IVR systems

  • AI assistants

  • Consumer responses

  • Routing platforms

  • Qualification tools

A call remains billable when it was properly qualified and routed based on the information available at the time of routing.

Authorized Representatives & Third Parties

Calls are not automatically non-billable because the caller is not the property owner or final decision maker.

Billable callers may include:

  • Tenants

  • Property managers

  • Family members

  • Caregivers

  • Realtors

  • Administrative staff

  • Authorized representatives

If the caller demonstrates genuine intent on behalf of a decision maker, the call may be considered billable.

Duplicate Calls

Duplicate inquiries are not billed more than once within fourteen (14) calendar days.

A call may be considered a duplicate when:

  • The caller’s phone number matches a previously delivered lead

  • The inquiry relates to the same project

  • The call occurs within 14 days of the original billable call

Exclusive Live Calls may use caller ID, recordings, transcripts, and AI analysis to determine duplicate status.

Non-Billable Calls

Examples of calls that are generally considered non-billable include:

  • Wrong numbers

  • Spam calls

  • Robocalls

  • Automated dialers

  • Telemarketing calls

  • Internal test calls

  • Fraudulent calls

  • Competitor research calls

  • Calls outside approved service categories

  • Calls with no meaningful interaction or consumer intent

Fraud Prevention

Exclusive Live Calls actively monitors campaigns for invalid traffic and fraudulent activity.

Calls generated through the following methods may be rejected:

  • Artificial traffic

  • Automated systems

  • Incentivized callers

  • Caller ID spoofing

  • Call manipulation

  • Fraudulent lead generation tactics

Fraud determinations are final.

Call Recording & Monitoring

Calls may be:

  • Recorded

  • Monitored

  • Transcribed

  • Analyzed

These records may be used for:

  • Billing verification

  • Lead qualification

  • Compliance

  • Quality assurance

  • Fraud prevention

  • Training

Such records may be used when resolving billing disputes.

Reporting

Exclusive Live Calls may provide reporting including:

  • Caller ID

  • Call duration

  • Date and time

  • Call recordings

  • Call transcripts

  • AI qualification status

  • Routing information

  • Campaign source data

Provider reporting systems serve as the official billing record.

Billing Disputes

Billing disputes must be submitted in writing within seven (7) calendar days of invoice issuance.

Disputes should include:

  • Call date

  • Call time

  • Caller phone number

  • Reason for dispute

  • Supporting documentation

Calls not disputed within seven (7) calendar days are deemed accepted and billable.

Final Determination

Exclusive Live Calls retains final authority regarding call qualification and billability based on campaign criteria, call recordings, transcripts, AI analysis, quality assurance reviews, fraud prevention findings, and these Billable Call Guidelines.

By purchasing calls from Exclusive Live Calls, the Buyer acknowledges that billability is determined by consumer intent, campaign qualification criteria, and provider review processes—not solely by call duration or sales outcome.
